
Flood risk assessment for a rural Marlborough subdivision
RISEN was engaged to assess flood risk for a proposed rural subdivision where the site sat within a broad valley catchment near an established watercourse.
The key question was whether future development could proceed safely without unnecessary or overly complex flood mitigation.
Understanding the wider catchment
The assessment began well beyond the property boundary.
RISEN used LiDAR terrain data, three dimensional modelling, Council records, rainfall information and site observations to define the contributing catchment and understand how stormwater moved through the wider valley.
This work identified the main watercourse, local depressions, overland flow paths and the relationship between the proposed building area and surrounding terrain.
Assessing flood behaviour
A regional flood estimation method was used to calculate likely peak flows from the large rural catchment.
The capacity of the nearby channel was then assessed using LiDAR derived geometry and conservative hydraulic assumptions. The results indicated that most of the design flood would remain within the channel, with any overtopping likely to be limited to localised bends or low points.
Rather than relying on catchment calculations and rainfall, the assessment also considered site levels, drainage paths, setbacks and recorded flood history.
Solving the problem
The proposed building area was positioned on naturally elevated ground, away from the main flow paths and localised ponding areas.
RISEN developed a practical response based on the actual level of risk rather than recommending major flood works. This included:

maintaining separation from the watercourse

setting a suitable minimum finished floor level

directing surface water away from future structures

preserving existing drainage paths

providing clear supporting drawings for the resource consent process
The assessment concluded that the site presented a low flood risk when developed using normal rural drainage and floor level controls.
The outcome
The client received a clear, site specific flood assessment that addressed Council’s concerns and supported the proposed subdivision.
By combining terrain modelling, hydraulic calculations, site inspection and historic evidence, RISEN was able to define the risk and provide a proportionate development response without overcomplicating the project.
